Are all underwater fights on film the same?

Magnum got into a fight underwater today. It looked suspiciously like every other underwater fight you've ever seen, going all the way back to old Sean Connery Bond movies. Do they just use stock footage from sometime in the early 1960s and cut it into the film, because it's such a pain in the ass to film fights underwater? Or is it just too difficult to do much else underwater except the things they do? It bugs me.
